Who approves what
Inside city limits, building permissions are issued by the municipal body. In the wider metropolitan region, HMDA approves layouts and larger buildings. Both now process applications through the BuildNow online system.

A layout approval covers how land is divided into plots, roads and open spaces. A building permission covers the specific building on a plot. A flat needs a valid building permission; a plot should sit in an approved layout.

Plots in unapproved layouts may be regularised under the LRS. A plot that is 'applied for LRS' is not the same as an approved plot — ask for the final proceedings.
